Every year, Congress is tasked with passing 13 appropriations bills (spending bills) that provide funding for the entire federal government including the Departments of Defense, Transportation, Education, Energy, and Health and Human Services among others. Included in these spending bills are millions of dollars for a variety of projects ranging from research and development to construction of health facilities to local road projects. In fiscal year 2010, approximately $15 billion funded 9,413 projects.
