Overview

Ms. Hoeffel focuses her practice on government relations and administrative law, with an emphasis on legislative and executive agency lobbying, campaign finance and election law, government contract procurement, and hearings before various administrative agencies and boards. She counsels small and large companies, trade associations and nonprofit entities on legislative and administrative matters in a diverse range of industries including, health care, information technology, telecommunications and education.

Ms. Hoeffel also advises clients on campaign finance and election issues including Political Action Committee formation and compliance, political giving strategies and representation before the Ohio Elections Commission. In addition, she has considerable experience advising clients with business transactions requiring transfers of regulatory licenses and development of compliance procedures in multiple jurisdictions.

Experience
  • Provided state legislative and executive agency government relations counsel to:
    • a network of 11 newspapers throughout Ohio
    • one of Ohio’s largest public hospital
    • the Ohio Clerks of Court Association
    • a natural resources mining company
    • several Ohio municipalities
    • a southeast Ohio beer distributor
    • public school districts
    • a cable company
    • a Medicaid-only managed care organization
  • Counseled political campaign committees to include candidates and c4 organizations on permitted activities and filing and disclosure requirements
  • Assisted corporations, individuals, and political action committees on political giving strategies
  • Advised ballot issue committees on permitted political activities
  • Represented candidates and political contributors on issues before the Ohio Elections Committee
  • Negotiated state and local incentives on behalf of corporations and municipalities
  • Pursued agency rule changes for various clients with state agencies
  • Assisted a non-profit housing, development, and management corporation with obtaining funding and tax credits
  • Secured millions of dollars in capital funding for public projects such as a parking garage, upgrades to a hospital, renovations to a theatre and development of a community park
  • Counseled a global information technology consulting, systems integration, outsourcing, and solutions company with multiple Ohio procurement opportunities
  • Represented a private, non-profit organization caring for individuals with multiple developmental disabilities before the Ohio Legislature regarding funding issues
